I'm pretty sure the average power level of Earth in DBM canon is between 3.23 (page 436) and 3.35 (page 752). I don't think there was enough widespread destruction in this universe that enough weaklings would die for the power level to go up this much, nor that the few extremely powerful individuals would change anything when there are millions of averaged-power humans. It should probably be changed to 3.3 or so.

Not really, no. Piccolo has destroyed only one city in his reign, and though he encourages crime, I don't think it's enough for such a drastic change.

I think they're just saying that "Well Vegeta and Kiwi were killed, so there has to have been people stronger than they are, to go with the whole 'let's be careful, Vegeta was killed here' thing". Also, isn't Kaioken x5 Haarp higher than 20k? I think he is.

They could be Yamcha and Master Roshi, but I think is a error. They can't be that powerfull.

I believe that Tien and Krillin were close to approaching 20,000 when they used Kaioken x3 against Vegeta, along with Haarp who easily surpassed it with Kaioken x5.

Piccolo has only managed to level one city during his rule, and even if he promotes criminal activity, I do not believe that it is sufficient for such a significant shift.
