I also love the reference of Haarp pointing out the two flaws in Tien's strategy. It's exactly what Goku did during the 23rd Budokai against Tien in the original manga.

With my terrible Obi-Wan joke out of the way, I still think Tien may have another trick up his metaphorical sleeves. I really don't know if he had time to even create it, but Tien's next signature move in Dragon Ball would be the Multi-Form Technique. It makes sense, as he retracted his extra two arms from the Four Witches Technique in order to conserve energy for his next strategy.
I'm still betting on Tien to lose this fight, but all he has to do now is do enough damage to Haarp in order for Krillin to take him out in the finals.

If he had fired both simultanuosly, Haarp would've dodged. And Tien would be exhausted.
If he had fired the second one right after, Haarp would have jumped and avoided the second one. And Tien would be depleted. Haarp is a fast cunning fighter.
