Unfortunately it isn't. Now Salagir has said that the U9 portions of this story are so similar to his version of U9's backstory that he might actually have to change his U9 backstory.

Exactly. It's not cannon forma DBM. Still i try to pay a lot of attention to all the details of DBM that we know. This specials are meant to be a possible explanation for U3 and U9 (and also 10 and 1 on Earth)
