What will happen next?

I've been thinking how Tien is the only human character that can grow arms with the Four Witches technique. So when Napa cut his hand, was the Dragon the one that grew it back or was it by his own?

The Four Witches simply makes Tien grow two additional arms, not regenerate a missing one.

It's never officially stated, but I believe Kami restored Tien's arm while they were in the Other World. Kami was able to recreate Chiaotzu's body despite it being completely vaporized from blowing up himself (DB Chapter 261) so I can't see why it wouldn't happen for Tien.

The same scenario happened with Goku in the Cell Arc after his body was destroyed from Cell's self-destruction, and the same for Vegeta when he blew himself up during the Buu Arc. In this case, King Yemma created a new body for Vegeta (Chapter 500) so it's proven that deities can create bodies for deceased people as long as their soul is intact and they are granted permission to keep them in the afterlife.
