When exactly did Vegeta "learn" to sense ki in u18?
We know he can do it when he sets of for Namek. But my impression was that he picked it up during the fight on Earth.

Pretty much, that's the only explanation we're given. Which is pretty amazing, Buu does it as well and in DBM it's implied (I think) that the Grand Kaioshin is the reason for that.

Vegeta's either about to kill Cui or maybe if Cui is lucky then he might decide to team up with him and then kill him after they beat the Earthlings. I'd say it's like a 80-20 chance of now vs later because with a Zenkai boost for Vegeta I think both Cui and Vegeta might just be too hard a fight for the Earthlings to win at this junction due to Vegeta being able to go Oozaru.

Actually i don't know where he grows them... Does he? Or is there a fixed number and he just gives them away? And pherhaps from time to time he finds one under a bench, behind a box and so on?

Here it's not as if they are about to end right away. But wasting bag after bag is not a good idea.
