The reason why is obvious because Goku never made it to Earth in this universe, and thus no Earthling could have previously known about it. Raditz didn't appear to have knowledge of making a Blutz Wave Ball like Vegeta, so he would have to rely on a full moon to transform, which only happens once a month on Earth. He also fought the Earthlings in the daytime, so it was impossible for him to transform at the time. The Earthlings will have to tackle the problem of Oozaru Vegeta head on without any prior knowledge, AND without the Spirit Bomb! The only way for Vegeta to overcome them is by transforming. But if their tails are cut off, Vegeta has already lost the fight, because they still have seeds.
