Also to extend on what Chewys said, it isn't all that uncommon to copy techniques too as in Dragon Ball for most techniques all one needs to do is see it used once.

Tien learned the Mafuuba after only seeing it once, and that one is supposed to be a difficult ki manipulation. Given he knows how to shoot a ki blast (dodonpa, kiko-ho) it seems only natural that he can learn the kamehameha!

And he saw it used when krilin "killed"the cell proto form.

But in canon tien never used kamehameha except that one fight against goku, which was just to point out that he learned a turtle school move to use it against them.

After that he never used the move again and only preferred sticking with crane school moves dodon ray and kikoho. So tien using kamehameha here seems out of his character.
