I don´t know if Chapa knows much about ki... but i belive he is still stronger than Mr. Satan. But i wouldn´t take Mr Satan so lightly... Goku knocked Pamputt in one blow (three in one )... while Mr. Satan survived, and didn´t go K.O a direct hit by Cell and THEN a direct hit by Kid Boo... he is truly strong. So i´d say he is stronger than Pamputt. But i do agree he is outclassed by Chapa, Nam (maybe at Chapa´s level) and Blue... So I think Mr Satan = Pamputt.
