You are interpreting "shaing the earth" as "shaking the planet" But it can also mean "shaking the earth around you", as in "not the whole planet, just locally" Goku did the same when he powered up against Nappa, the earth started rising up around him.

Nappa could keep up with Goku when he was calm. To the point that both Goku and Vegeta said it "would take forever" if they continued to fight. Of course, that didn't matter once Goku used the kaioken, but there we are. Given that Goku was over 8000, Nappa therefore, also has to be around 8000. Of course, Yamcha and Roshi aren't Goku, and they don't know the kaioken. So taking Nappa down will be quite a challenge.It all depends on how creative they fight and how much they actually trained.
