This way Freezer knows it must be his brother. SS is anything superior to it (only Kaioshins in this Universe). An A Power level would be something like first restriction form Freezer. Freezer in this reduction form or Ginyu are C power levels. I did it that way because i didn´t want to get entangled with the units discussion.
